Waters Agrees to Settle Campaign Finance Violations Amid Renewed Spotlight

Representative Maxine Waters, a veteran Democratic congresswoman from California, has opted to settle a Federal Election Commission (FEC) probe by agreeing to pay a $68,000 civil penalty for multiple campaign finance breaches. The settlement ends an investigation into her 2020 campaign committee, Citizens for Waters, and includes mandated corrective action.

According to a binding agreement reviewed by relevant parties, the FEC found that Waters’s campaign failed to accurately report contributions and spending during 2020, knowingly received excessive donations, and made unlawful cash disbursements.

Specifically, the campaign accepted contributions from seven individuals that exceeded the legal limit of $2,800—totaling around $19,000 over 2019 and 2020. While these funds were eventually returned, they were refunded outside the required timeframe. In addition, the committee made four cash disbursements each over $100, with total improper cash payments reaching $7,000.

Rather than litigate the matter, Waters’s team agreed to pay the $68,000 fine and to enroll the campaign treasurer in an FEC‑sponsored training session aimed at improving compliance with election laws. Proof of attendance must be submitted to the Commission within one year of the agreement’s effective date.

Leilani Beaver, attorney for Citizens for Waters, attributed the violations to unintentional mistakes, asserting that legal counsel had been engaged and new internal procedures were put in place to prevent future missteps.
